The pilot will continue this year with Helen and the French company Voltalis in order to obtain sufficient practical experiences for more widespread implementation. The aggregation pilot involves testing how reserve providers from outside the balancing chain can participate in the balancing energy market. Based on the experiences, more accurate conclusions can be drawn regarding the details of the model in Finland.
The use of various aggregator models has been widely discussed in the energy industry in recent years. In its final report, the Smart Grid Working Group of the Ministry of Economic Affairs and Employment recommended that independent aggregators be allowed to operate in all electricity marketplaces. The European Clean Energy legislative package also calls for implementation of independent aggregator operating models.
